The old model charged per 24-hour conversation. The current one does not. If your budget was built on conversation pricing, it is wrong in both directions: you are overestimating the cost of answering customers and underestimating the cost of broadcasting to them.

What Meta charges
Since 1 July 2025, Meta charges per message delivered, and only for template messages. A template is a pre-approved message you use to start a conversation. Meta sets this out on the WhatsApp Business Platform pricing page and in more detail in the developer pricing documentation.
Templates carry one of three categories, and the rate differs for each.
(1) Marketing. Promotions, offers, re-engagement. The most expensive category by a clear margin, and the one that drives most large bills.
(2) Utility. Order updates, appointment reminders, delivery notifications. Tied to a transaction the customer already made.
(3) Authentication. One-time passcodes and verification.
The rate also varies by the recipient’s country calling code, so messaging a Malaysian number and a Singaporean number are priced differently even from the same account.
What costs you nothing
Four exemptions do most of the work in a well-run account, and they are where the difference between a RM 200 month and a RM 2,000 month actually lives.
(1) Non-template messages are free. Since 1 November 2024, ordinary replies, text, images and the rest, cost nothing when sent inside an open customer service window.
(2) Utility templates answering a customer are free. Since 1 July 2025, a utility template sent inside that open window is not charged.
(3) The free entry point window. When a customer reaches you through a click-to-WhatsApp ad or a Facebook page button, everything is free for 72 hours.
(4) Volume discounts on utility and authentication templates, applied automatically as your volume rises.
Read together, those mean a business that mostly answers customers pays Meta very little. A business that mostly broadcasts at customers pays a lot. Same platform, same number, wildly different invoices.
Malaysia now bills in ringgit
This changed recently and matters for anyone budgeting in MYR. Meta added MYR as a WhatsApp billing currency, alongside SGD and several others. Malaysian accounts are billed in ringgit rather than converted from US dollars, so the Meta half of your bill no longer moves with the exchange rate.
Your provider fee may still be in dollars. That distinction is worth checking, because it means half your cost can be currency-stable while the other half is not.
One timing note. Meta has further pricing updates landing on 1 October 2026 affecting service and utility messages, and SleekFlow is already notifying customers about it. Any quote modelled on today’s rates should be re-checked before you sign an annual term.

Two structural points that a price column alone will not show you.
Seat pricing is the hidden multiplier. Wati Pro at RM 799 includes five users. A ten-person team pays RM 700 more per month at RM 140 per extra seat, nearly doubling the bill without changing the plan name.
Currency is a position you are taking. A US dollar subscription held for twelve months moves with the exchange rate whether or not you wanted that exposure.
If you want raw infrastructure rather than an inbox, Twilio publishes programmable messaging rates and underpins several of the platforms above. ManyChat is worth pricing if Instagram and Facebook matter as much as WhatsApp.
Working out your own WhatsApp API pricing Malaysia figure
Five inputs give you a real estimate rather than a guess. It takes about fifteen minutes with your own data.
(1) Count the conversations customers start. These are mostly free, because your replies are non-template messages inside the service window. This number can be large without costing much.
(2) Count the marketing templates you will send. Broadcasts, promotions, re-engagement. This is your main Meta cost and the one that scales with ambition rather than with demand.
(3) Count the utility templates you will send outside the service window. Reminders and order updates that go out unprompted. Inside the window they are free; outside it they are not.
(4) Count your real seats. Everyone who needs to reply, including you.
(5) Add the provider fee at that seat count. Not the headline plan price.
The pattern that falls out is consistent. A clinic answering enquiries and confirming appointments pays a provider fee and very little to Meta. A retailer broadcasting a promotion to twenty thousand contacts pays Meta far more than the subscription. Two businesses, same platform, opposite bills.

The cheapest change available to most accounts. Before you negotiate a provider discount, look at how many of your templates are categorised as marketing when they are genuinely utility. A shipping update or an appointment reminder is a utility template. Getting the category right on a high-volume template is usually worth more than any discount a vendor will offer you, and it is free to fix.
The costs nobody quotes you
Three more line items sit outside both halves of the pricing model.
Setup and build. Someone has to write the flows, get templates approved and connect the calendar or CRM. Self-serve means that someone is you.
The number. A number on the API cannot also run in the WhatsApp Business App. If you are moving your published line, check what happens to it first: number portability in Malaysia is governed by the Malaysian Communications and Multimedia Commission.
Compliance. Conversations are personal data under Malaysia’s Personal Data Protection Act, administered by the Personal Data Protection Department. Storage, retention and access are your obligation, not the platform’s.

Mistakes that inflate your WhatsApp API pricing Malaysia bill
Most of the shock on a first invoice is not Meta’s rate card. It is how the templates were set up, and every one of these is reversible in an afternoon.
(1) Sending a marketing template where a utility template would do. Marketing is the most expensive of the three categories. An order update, a delivery notice, a payment reminder or an appointment confirmation is a utility template, and a utility template sent inside an open customer service window costs nothing. Businesses categorise everything as marketing because it is the path of least resistance in the template editor, then pay the difference every month.
(2) Broadcasting to a list that never opted in. The wasted send is the smaller loss. Low quality ratings throttle your messaging limit, so the messages you genuinely need to deliver start queueing behind the ones you should never have sent.
(3) Opening a new conversation when you could have replied inside an existing one. Free-form replies to a customer who messaged you first are not charged. If your team answers from a personal phone instead of the platform, that window closes unused and you pay for a template later to reopen it.
(4) Paying your provider per contact as well as per message. Read the plan for a contact cap or a monthly active user charge sitting on top of Meta’s per-message fee. This single line is where two WhatsApp API pricing Malaysia quotes for the same volume diverge most sharply.
(5) Ignoring the free entry point. Conversations that begin from a click-to-WhatsApp ad or a Facebook page call-to-action open a 72-hour free window. If you already run ads, routing them through that entry point moves your bill more than any provider discount will.
(6) Leaving old templates approved and in rotation. Templates you stopped needing still get triggered by automations nobody has reviewed. Audit the active list quarterly and archive what no longer serves a purpose.

The one-line test. Before approving any template, ask whether the customer asked for this message. If they did, it is almost certainly a utility template and may cost you nothing. If it is something you want them to see, it is marketing and you are paying the full rate to send it.
None of this requires renegotiating with a provider. It is category discipline, and it is the largest single lever on what you actually pay.
