QUICK ANSWER
WhatsApp API pricing Malaysia has two parts: what Meta charges you per message, and what your provider charges you per month. Since 1 October 2026 Meta charges for your replies as well as your templates, per message delivered and billed in ringgit. Marketing messages cost the most. Provider fees run from RM 299 a month with Wati, RM 469 with SleekFlow, or $79 with respond.io. Messages your customers send you, and everything in the 72 hours after a click-to-WhatsApp ad, still cost nothing.
Almost every page about WhatsApp API pricing gets the model wrong, usually by describing a version Meta retired in 2025. To set up the API itself, start with WhatsApp Business API Malaysia.
The model has changed twice. On 1 July 2025 Meta moved from charging per 24-hour conversation to charging per message. On 1 October 2026 Meta started charging for your replies too. A budget built before October leaves out every reply your team sends.
Updated 7 October 2026 for Meta’s 1 October change, with Meta’s rules re-read from Meta’s own documentation. Vendor prices were read from each vendor’s own pricing page in September 2026.
What Meta charges
Meta charges per message delivered, a model in place since 1 July 2025. Until 30 September 2026 only template messages were charged. A template is a pre-approved message you use to start a conversation. From 1 October 2026 Meta also charges for service messages, the free-form replies you send inside the 24-hour customer service window (Meta’s service message rules). Meta sets this out on the WhatsApp Business Platform pricing page and in more detail in the developer pricing documentation.
Every charged message now falls into one of four categories, and the rate differs by category.
(1) Marketing. Promotions, offers, re-engagement. The most expensive category by a clear margin, and the one that drives most large bills. Our guide to WhatsApp blast Malaysia shows how to plan these sends.
(2) Utility. Order updates, appointment reminders, delivery notifications. Tied to a transaction the customer already made.
(3) Authentication. One-time passcodes and verification.
(4) Service. Free-form replies inside the 24-hour window, charged since 1 October 2026. Meta gives service messages no volume discounts.
The rate also varies by the recipient’s country calling code, so messaging a Malaysian number and a Singaporean number are priced differently even from the same account. In each market Meta prices a service message the same as a utility or authentication message. Marketing costs more.
What costs you nothing
Since 1 October 2026 fewer things are free. Three still keep a well-run account cheap, and they are where the gap between a RM 200 month and a RM 2,000 month lives.
(1) Messages customers send you are free. Meta bills only what your business sends, never what arrives.
(2) The free entry point window. When a customer reaches you through a click-to-WhatsApp ad or a Facebook Page button, everything you send is free for 72 hours, replies and templates included.
(3) Volume discounts on utility and authentication templates, applied automatically as your monthly volume rises. Service messages get none.
Two things stopped being free on 1 October 2026. Service messages, your free-form replies inside the 24-hour window, had been free since 1 November 2024. Utility templates sent inside the window had been free since 1 July 2025. Both are now billed per message.
Replies are billed at the lower utility rate, broadcasts at the higher marketing rate. Broadcasts, not replies, still make the big bills. Planning the campaigns behind those bills? See WhatsApp marketing in Malaysia.
Malaysia now bills in ringgit
This changed recently and matters for anyone budgeting in MYR. Meta added MYR as a WhatsApp billing currency, alongside SGD and several others. Malaysian accounts are billed in ringgit rather than converted from US dollars, so the Meta half of your bill no longer moves with the exchange rate.
Your provider fee may still be in dollars. That distinction is worth checking, because it means half your cost can be currency-stable while the other half is not.
One timing note. Meta changes rates on the first day of a quarter: 1 April, 1 July and 1 October in 2026. Before you sign an annual term, ask which rate card the quote uses. A quote built before October leaves out the cost of your replies.
WhatsApp API pricing Malaysia: what providers charge on top
Meta does not sell you an interface. You reach the API through a provider, and this is the part with the visible monthly number. All figures read from each vendor’s own page in September 2026.
| Provider | Published entry price | Currency | Seats included |
|---|---|---|---|
| Wati | RM 299/mo Growth, RM 799/mo Pro, billed annually | Ringgit | 5 on Pro, +RM 140/user |
| SleekFlow | RM 469/mo Pro AI, RM 1,419/mo Premium AI | Ringgit | 3 on Pro AI |
| respond.io | $79/mo Starter, $159 Growth, $279 Advanced | US dollars | 5 on Starter, +$12 to $24/user |
| AiSensy | Free tier at zero, paid plans in rupees | Indian rupees | Unlimited advertised |
| The Crunch, the author of this page | RM 200 to RM 2,500/mo, managed | Ringgit | Not seat-based |
Two structural points that a price column alone will not show you.
Seat pricing is the hidden multiplier. Wati Pro at RM 799 includes five users. A ten-person team pays RM 700 more per month at RM 140 per extra seat, nearly doubling the bill without changing the plan name.
Currency is a position you are taking. A US dollar subscription held for twelve months moves with the exchange rate whether or not you wanted that exposure.
If you want raw infrastructure rather than an inbox, Twilio publishes programmable messaging rates and underpins several of the platforms above. ManyChat is worth pricing if Instagram and Facebook matter as much as WhatsApp.
Working out your own WhatsApp API pricing Malaysia figure
Five inputs give you a real estimate rather than a guess. It takes about fifteen minutes with your own data.
(1) Count the replies you send. Since 1 October 2026 each reply inside the 24-hour window is a billed service message, so a busy inbox now shows on your Meta bill.
(2) Count the marketing templates you will send. Broadcasts, promotions, re-engagement. This is your main Meta cost and the one that scales with ambition rather than with demand.
(3) Count the utility templates you will send. Since 1 October 2026 Meta bills reminders and order updates inside the window or outside.
(4) Count your real seats. Everyone who needs to reply, including you.
(5) Add the provider fee at that seat count. Not the headline plan price.
The pattern that falls out is consistent. A clinic answering enquiries and confirming appointments pays a provider fee and very little to Meta. A retailer broadcasting a promotion to twenty thousand contacts pays Meta far more than the subscription. Two businesses, same platform, opposite bills.
?
The cheapest change available to most accounts. Before you negotiate a provider discount, look at how many of your templates are categorised as marketing when they are genuinely utility. A shipping update or an appointment reminder is a utility template. Getting the category right on a high-volume template is usually worth more than any discount a vendor will offer you, and it is free to fix.
The costs nobody quotes you
Three more line items sit outside both halves of the pricing model.
Setup and build. Someone has to write the flows, get templates approved and connect the calendar or CRM. Self-serve means that someone is you.
The number. Coexistence now lets one number run the WhatsApp Business App and the API together, with limits. Our WhatsApp Business app vs API guide lists them. If you are moving your published line to a new provider, check what happens to the line first: number portability in Malaysia is governed by the Malaysian Communications and Multimedia Commission.
Compliance. Conversations are personal data under Malaysia’s Personal Data Protection Act, administered by the Personal Data Protection Department. Storage, retention and access are your obligation, not the platform’s.
OUR METHODOLOGY
Meta’s charging rules on this page were re-read from Meta’s own developer documentation and pricing pages on 7 October 2026, after the 1 October change, not from a vendor’s description of them, because vendor summaries of Meta pricing are frequently a version behind. Every provider price was read directly from that vendor’s published pricing page, rendered in a browser rather than taken from a summary, and each is linked so you can verify it.
Currency is reported as each vendor publishes it and has not been converted. We sell in this category and have listed our own pricing in the same table under the same headings. If a figure here has changed since we read it, tell us and we will correct it within 48 hours.
Mistakes that inflate your WhatsApp API pricing Malaysia bill
Most of the shock on a first invoice is not Meta’s rate card. It is how the templates were set up, and every one of these is reversible in an afternoon.
(1) Sending a marketing template where a utility template would do. Marketing is the most expensive of the four categories, by a clear margin. An order update, a delivery notice, a payment reminder or an appointment confirmation is a utility template. Businesses categorise everything as marketing because it is the path of least resistance in the template editor, then pay the difference every month.
(2) Broadcasting to a list that never opted in. The wasted send is the smaller loss. Low quality ratings throttle your messaging limit, so the messages you genuinely need to deliver start queueing behind the ones you should never have sent.
(3) Letting the 24-hour window close. Inside the window you reply in free-form text at the lower service rate. Once the window closes, only a template reopens the chat, and a marketing template costs far more. Answer from the platform, not a personal phone, so no window closes unused.
(4) Paying your provider per contact as well as per message. Read the plan for a contact cap or a monthly active user charge sitting on top of Meta’s per-message fee. This single line is where two WhatsApp API pricing Malaysia quotes for the same volume diverge most sharply.
(5) Ignoring the free entry point. Conversations that begin from a click-to-WhatsApp ad or a Facebook page call-to-action open a 72-hour free window. If you already run ads, routing them through that entry point moves your bill more than any provider discount will.
(6) Leaving old templates approved and in rotation. Templates you stopped needing still get triggered by automations nobody has reviewed. Audit the active list quarterly and archive what no longer serves a purpose.
(7) Splitting one answer into three messages. Since 1 October 2026 Meta bills every reply as a separate service message. Three short replies cost three times one complete answer. Set your team and your AI agent to answer in one message.
?
The one-line test. Before approving any template, ask whether the customer asked for this message. A message they asked for is usually a utility template, billed at the lower rate. A message you want them to see is marketing, billed at the full rate.
None of this requires renegotiating with a provider. It is category discipline, and it is the largest single lever on what you actually pay.
Frequently asked questions
01How much does the WhatsApp Business API cost in Malaysia?+
There are two costs. Meta charges per message delivered, billed in ringgit, and since 1 October 2026 your replies count too. Your provider charges a monthly platform fee.
Provider fees start at RM 299 per month with Wati, RM 469 with SleekFlow, or $79 with respond.io. AiSensy runs a free tier.
A business mainly answering customers pays Meta a modest amount. A business broadcasting regularly often pays Meta more than the subscription.
02Is the WhatsApp Business API free?+
Access is free from Meta, but there is no interface, so you always pay a provider for the software in front of it.
Less of your messaging is free since 1 October 2026. Messages customers send you cost nothing, and so does everything you send in the 72 hours after a click-to-WhatsApp ad. Your replies and utility templates are now billed per message.
AiSensy runs a genuinely free provider tier, which is the cheapest way to get onto the API at all.
03Does Meta charge per conversation or per message?+
Per message, since 1 July 2025. The old 24-hour conversation model is retired, and any page still describing it is out of date.
Since 1 October 2026 your replies inside the service window are charged too.
This matters for budgeting, because a long conversation now costs more than a short one. Answer in one message, not three.
04Which WhatsApp messages are free?+
Messages your customers send you are always free.
Everything you send in the 72 hours after a customer reaches you through a click-to-WhatsApp ad or a Facebook Page button is free, templates included.
Replies and utility templates sent inside the 24-hour window were free until 30 September 2026. Since 1 October 2026 Meta bills each one.
05Does Meta bill Malaysian businesses in ringgit?+
Yes. MYR has been added as a WhatsApp billing currency, so Meta bills Malaysian accounts in ringgit rather than converting from US dollars.
Your provider fee is a separate matter. Wati and SleekFlow publish in ringgit; respond.io publishes in US dollars and AiSensy in rupees, so those move with the exchange rate.
06What is the cheapest way to use the WhatsApp API in Malaysia?+
Start on a free or entry provider tier, send ad traffic through click-to-WhatsApp so the first 72 hours are free, answer in one message instead of three, and categorise templates correctly so utility messages are not billed as marketing.
Those habits usually save more than switching provider does.
The expensive pattern is broadcasting marketing templates to a large list. If that is your plan, model the Meta cost before you choose a platform, because the subscription will be the smaller number.
07Did WhatsApp API prices change in 2026?+
Yes. From 1 October 2026 Meta charges for service messages, your replies inside the 24-hour window, and for utility templates sent inside the window.
Meta changes rates on the first day of a quarter: 1 April, 1 July and 1 October in 2026.
Before you commit to an annual term, ask your provider to quote against the rate card from 1 October 2026.
08Do I need an agency to set up the WhatsApp API?+
No. If you have someone who will build the flows, get templates approved and maintain it, a self-serve provider is cheaper and you will understand your own system better.
An agency earns its fee when nobody wants to own that work, or when the bot has to write into a clinic system, dealership software or a CRM with no public API.
A mid-tier scope connecting to a live calendar and a CRM deploys in 30 days. Meta Business verification is the step nobody controls, so start it first.
Where to start
Split your expected messaging into two buckets: replies to customers who contacted you, and messages you send first. Since 1 October 2026 the first bucket is billed too, at the lower rate. The second, when the messages are marketing, is billed at the highest rate and is usually the bigger bill. That one split tells you more than any pricing page will.
Then price a provider at your real seat count. For how this runs in practice, see our WhatsApp chatbot page and the WhatsApp bot guide, or the wider cost breakdown on our AI agent pricing page. Side-by-side vendor breakdowns sit in the comparison hub. If you would rather someone modelled it with you, send us your monthly volumes and we will give you a real number, including when the honest answer is that you do not need the API yet.
